Stacey Jones

Stacey Franklin Jones is an American computational scientist,[1][2] aerospace industry engineer, systems architect, defense and electronics systems engineer,[3] entrepreneur, technology innovator, and educator. She is the current Head of Research at O Analytics, Inc. and a former Northrop Grumman engineer; and former Chancellor, Provost, Vice President, Dean, Department Chair, and tenured Professor of Computer Science at higher education institutions.

Early Life and Education

Jones was raised in Boston.[4] Gaining admission at the age of 16, she graduated magna cum laude from Howard University in 1982 with a bachelor's of science degree in Mathematics. She later earned two separate master's degrees in Numerical Science (1986) and Technical Management (1991) from Johns Hopkins University and a doctorate in Computer Science (1997) from George Washington University.[1][3][5][6] Jones is the first African-American woman to earn a Ph.D. in Computer Science from George Washington University. Additionally, she completed the Management Development Program at Harvard University and the Executive Leadership Program at Hampton University.[4] Jones achieved [Agile] Certified ScrumMaster® status in 2013.[1]

Career

Jones spent the first decade of her career in private industry as a Defense and Electronic Systems Software Engineer and Product Development Manager for Northrop Grumman in Maryland. She later worked as an engineering manager and systems architect for various Maryland-based companies before she shifted to work in higher education.[4][7]

Her academic career began in 1997 when she was appointed as a Research Scientist and member of the teaching faculty at the John Hopkins University computer science department. There, she conducted investigative work funded by the National Security Agency and taught systems programming courses, and co-designed a first of its kind Surgery for Engineers course with Johns Hopkins University medical school faculty. Since 2000, Jones has been working with numerous educational institutions in the U.S. She primarily focuses on research and development of innovative technologies and has maintained a firm commitment to improving STEM programs to increase the number of Ph.D.s. She has also been engaged in education and scholarly activities in various countries, including China, Cuba, India, and South Africa.[3]

In 2000, Jones joined Benedict College in Columbia, S.C., America's fourth-largest private historically black college, and served two years as Chair of the Mathematics and Computer Science Department. Later, she became the Dean of the School of Science, Technology, Engineering, and Mathematics (STEM), a position she held from 2002 to 2008. During her tenure, the STEM school achieved accreditation from key national organizations, and the physics program repeatedly ranked among the top five nationally for science degrees awarded to African-Americans.[4] In 2007, Jones was made Benedict's Vice President of Sponsored Programs and Research; in 2009, she was promoted to Senior Vice President.[4]

In July 2010, she returned to Maryland to serve as Provost and Vice President for Academic Affairs at Bowie State University. In December, she became a Special Assistant at the University System of Maryland. In this advisory post, she developed a methodology for assessing student retention success at the campus and system levels; counseled senior administrators on faculty issues, student retention methods, and financial planning.[4]

Jones was elected as the first female Chancellor of Elizabeth City State University in September of 2014. She served in that post having convened nearly $20 million for the institution until December 2015, when she resigned from her position.[8][9] During her tenure in higher education, she also served as interim Provost and Vice President of Academic Affairs at Norfolk State University and Vice President for Institutional Effectiveness and Strategic Operations at Fairmont State University.[10]

Jones has provided technical and engineering contract support leadership for the private sector and government agencies for over $100 million in proposals, grants, and contracts that support government agencies such as the United States Air Force, Department of Defense, National Aeronautics and Space Administration (NASA), National Security Agency (NSA), Department of Transportation (DOT), and the Department of Energy.[4][7]

Jones founded and is the Head of Research and Development at O Analytics, which offers optimized detection of space objects for improved space domain awareness (SDA).[7] She served as the Principal Investigator for two Department of Defense (the United States Air Force) projects under contract, i.e., Deep Learning Training Accelerator (DeLTA) for Space Object[11] and Optimized Detection for Space Objects.[12] She will also serve as the Principal Investigator for a project that has been selected for award from the new U.S. Space Force for On-orbit Servicing, Assembly, and Manufacturing (OSAM).

Recognition

Jones has received numerous awards and recognitions, including the R&D Rookie of the Year, Advanced Study and Engineering achievement awards from Northrop Grumman for classified work on Phased Array Antenna control and United States Air Force F-series fighter platform software. She also received the South Carolina Governor's Award for Excellence in Science (2007) and the Outstanding Woman in Technology Award from the National Society of Black Engineers (2004). Additionally, from 2005 to 2006, she was an American Council on Education (ACE) Fellow and a Bush Foundation Grant Recipient.[4][7]
