Qari Jabar is a citizen of Afghanistan, and an alleged Taliban leader.[1][2][3] According to Der Spiegel Qari Jabar was among at least 13 Afghans added to the Joint Prioritized Effects List, at the request of the Bundeswehr. They reported he and Mullah Rustam were added in 2007 and removed in 2009. They reported Qari Jabar was the 77th name on the list.

Der Spiegel reported that the presence of the two names on the Joint Prioritized Effects List became public following a massive release of leaked documents by the non-governmental organization wikileaks.[1] Der Spiegel reported that the publication of German involvement in placing these individuals on the list was discussed at the cabinet level. They reported that by Germany participation in placing these men on the list was a potential death sentence.

Thanks to the WikiLeaks revelations, war-weary Germany now knows that German officials added names to the JPEL at least 13 times. On this list, 13 names translate into 13 potential death warrants. The Germans only mark their candidates with a C for "capture," and not with a K for "kill." But in fact all International Security Assistance Force (ISAF) troops are authorized to shoot and kill candidates on the JPEL list if, for example, they attempt to avoid capture by fleeing. In other words, although German elite troops do not use the kill option themselves, Germany does provide its tacit approval of the killing of candidates in the zone under its control in northern Afghanistan.
