Engineer Hazrat-U-Din was the Director of the Khowst office of Afghanistan's National Directorate of Security.[1]

During his testimony before his Combatant Status Review Tribunal a Guantanamo captive named Khandan Kadir, who claimed to be in charge of the anti-drug branch of the NDS, described his relationship with his boss, Hazrat-U-Din.[1] Kadir also described how both Hazrat-U-Din, and the governor of Paktia Province were afraid of Pacha Khan a local warlord.

Hazrat-U-Din was named on a list of candidates for promotion drafted for Senator Patrick Leahy.[2]
