Proximate source of photo is Neahkahnievisions.smugmug.com. Photo has been published at least once before, at Nehalem Bay United Methodist Church, Memorial Society; Anderson, Irma, eds (1970). 100 Years of the Nehalem Country. Nehalem, OR: Pacific Yearbook Co.. p.70. LCCN 76027246. . Ultimate source unknown. Photographer unknown.
Fair use for Geo. R. Vosburg is appropriate because of historical value, prior use in historical illustration, and no known commercial value of the original.

As an image from 1913 the image is probably in the public domain.

Wikipedia contributor Mtsmallwood uploaded the image and drafted its original fair use rationale.
