Dmitri1999 released the image under the Creative Commons Attribution 3.0 Unported license. His license said the image must be attributed to http://www.dmitrimarkine.com

Free licenses are not revocable -- however the WMF projects have deleted properly licensed images in the past. But anyone who copied the image, is entitled to use it under the terms of the original license -- even if the image is deleted from the WMF system.
