Rais Abdul Wahid Baghrani, a tribal leader, variously described as the Taliban's former Minister of Defense, as an early ally of Hamid Karzai, as a former leader in the former communist puppet regime, as the leader of the Taliban's elite 007 style assassination squad, and as a drug lord.

This image was published by the New York Times, in 2002, but no free images of him are available, so I am claiming "fair use".
