In this edit you asked why User:XXBblackburnXx has not been blocked. XXBblackburnXx was blocked. He blanked a large number of pages, which is usually a sign of vandalism.
However, when I went and started to undo those page blanks I found that ALL of those pages measured up to one of the deletion criteria at Wikialpha:CSD. He or she blanked files that should have been deleted. So I unblocked him, and apologized.
Most of the pages they blanked that day were pages written in Vietnamese. Rules are more lenient here, than on the wikipedia. But one of the rules here is that all pages have to be in English.
As I have written elsewhere, I don't immediately delete pages I find written in a foreign language. I tag them, giving the author a chance to rewrite the articles into English. Has anyone done that? Yes, a handful of people have done that -- less than half a dozen. But that has been enough for me to feel the effort is necessary. Deleting in two stages, like this, is twice as much work.
More recently I have gotten more aggressive, as I can recognize the underlying style of certain aggressive Vietnamese vandals.
So, no, I won't be blocking XXBlackburnXx, so long as he is doing the very valuable and time consuming work of finding new vandals.
I do not delete every single page XXBlackburnXx flags, because, occasionally, I think that while the page would merit deletion on the Wikipedia it does not merit deletion here. But, recognize, these are good faith mistakes.
Vandals make a lot of accusations against XXBlackburnXx. But I don't remember them ever making a single specific complaint that I thought was substantive. If you think you have a substantive complaint, be polite, and specific. If your complaint is substantive, but not polite or specific, it is very unlikely I will find your complaint convinging. I have been warned that some other contributors suspect you are a sockpuppet of some recently blocked vandals. That, if true, would win you an immediate block. But I don't see firm evidence, other than you are aggressive, and do not seem fully respectful to fellow participants.
Note: one of the default reasons for blocking people is "Intimidating behavior/harassment". I am going to warn you about being aggressive, and not fully respectful to fellow participants. Don't misinterpret this. I am not saying you can continue at your present level. If you want to be accepted as a good faith contributor here I expect you to be less aggressive and more respectful.
